Regulations on Multi-Story Building Construction in Bali
Bali is known worldwide for its unique culture, traditional architecture, and natural beauty. To protect its cultural heritage and maintain harmony between modern development and tradition, the provincial government enforces strict regulations on the construction of buildings, particularly multi-story developments.
Height Restrictions
One of the most well-known regulations in Bali is the building height limit. Since the 1970s, the Balinese government has enforced a rule that no building may be taller than a coconut tree, generally interpreted as 15 meters or four stories maximum. This rule is designed to preserve Bali’s skyline, ensuring that temples and natural landscapes remain dominant features of the island.
Zoning and Land Use Regulations
Multi-story building projects must also comply with zoning laws. Certain areas, especially those near temples, sacred sites, or traditional villages, may have additional restrictions. Developers are required to obtain approvals from local authorities and community leaders (banjar) before proceeding with construction.
Architectural Harmony
Balinese regulations emphasize the importance of cultural aesthetics. Buildings, even when modern, are encouraged to incorporate traditional Balinese design elements such as carved stonework, pitched roofs, or temple-inspired gateways. This ensures that urban growth respects local identity.
Environmental Considerations
Bali places strong emphasis on sustainable development. Developers of high-rise buildings must conduct environmental impact assessments (AMDAL) to ensure projects do not harm ecosystems, water resources, or agricultural land. Green building practices are encouraged to support Bali’s eco-tourism image.
Permits and Licensing
Constructing a multi-story building in Bali requires several permits, including:
IMB (Building Permit) – official permission from the local government.
Environmental Clearances – for larger projects.
Community Approval – agreement from local traditional leaders may be needed.
Challenges for Developers
While Bali continues to modernize, these strict rules sometimes limit large-scale high-rise development compared to other tourist destinations. However, this balance helps maintain Bali’s cultural charm and natural environment, which are central to its global appeal.
